Arroyo neighbors fight a plan to lease 20 acres allotted for a cemetery to fund future development

A little-known cemetery district that wants to farm 20 acres of land in order to raise money to one day bury people on it is facing a challenge from neighbors
The Arroyo Grande Cemetery District bought the land at Sevada Lane and El Campo Road in 1999 for $600,000, said General Manager Mike Marsalek. It doesn't need the land now, he said, but it will about 20 years from now.

"When you develop a cemetery, it costs money," to build and maintain, Marsalek said. He said district directors decided that rather than continue to let it lie fallow, the district should make money by leasing it for farming.

However, neighbors got wind of the proposal and began to fight it. Chris Hansen said he is worried about dust, traffic, pesticides and especially the neighborhood's water being depleted because of the farming operation.

Hansen also said he and other neighbors should be involved in whatever decision the board makes because it is a public agency. It is a special district of the county, and the 4th District supervisor, currently Katcho Achadjian, appoints the board of directors.

About 50 residents showed up at a cemetery board meeting last week at the tiny headquarters at El Camino Real and Halcyon Road. The board decided to consider advertising to lease the land and to investigate the legalities of doing so.

Marsalek said that if the board does lease the property, it might be able to include restrictions on concerns such as pesticide use in order to satisfy neighbors. That, Marsalek said, will be up to the district directors and their attorney. The district also is consulting with the county agricultural department.

The board will meet again June 14.

The cemetery has been at the El Camino Real location since the 1880s and became a district in 1918. It has 21 acres at the El Camino Real site, with about 13,000 burials so far and room for 3,000 more. There are approximately 200 burials a year, Marsalek said.
