Families Exhume Graves to Make Room for Dead Relatives

People have been digging up remains from graves to make room for their own departed loved ones in land-scarce Hong Kong, an investigation has shown.

A report by an independent watchdog that deals with public complaints against the government said some remains had been illegally exhumed and replaced in several cemeteries. Secretary for Civil Service Joseph Wong said today the government would punish any officials found to have been negligent in cracking down on the problem.

The investigation followed a number of complaints, the Hong Kong ombudsman’s office said.

In one case, a widow paid respects at her husband’s grave for 18 years before she found out that a stranger had exhumed his bones years ago.

Several other people had buried their relatives in empty plots without authorisation, the report said.

The ombudsman criticised Hong Kong’s Food and Environmental Hygiene Department for not clamping down on the illegal grave raids and burials, which it called “unethical and unfair to the deceased and their descendants.”

The department promised to improve cemetery management and to take steps to halt illegal exhumations.
