Broward County developers say they've turned around a Boca Raton cemetery once mired in litigation. Among the amenities: an air-conditioned mausoleum.

David F. Goldstein stood on the steps of his showcase, his gray ponytail bound neatly behind him, sweating in his dark suit in the oppressive summer sun.

''C'mon gang,'' he schmoozed in his Brooklyn accent, stooping to kiss a woman on the cheek. ``So good to see you. Nice to see you. C'mon down.'' The North Broward developer was welcoming people recently into what he claims is the only fully air-conditioned mausoleum in the Southeast, perhaps the country.

Three years ago, The Gardens, then Heritage Manor Memorial Park, was mired in lawsuits after the deaths of its previous developers. Construction stopped and clients' money was trapped in litigation.

But all that has changed, he assured visitors.

`LIVING MEMORIAL'

``We have created a living memorial, a library, a celebration of life.''

Eventually, Goldstein said, the 18.7-acre complex along Military Trail, just south of Yamato Road, will house seven buildings and spaces for the remains of 150,000 people. The north building, which officially opened on July 31, is designed for Jewish families.

Goldstein even had a replica of Jerusalem's Western Wall installed, and he plans to place the first prayer card in the bricks' cracks. The interior was awash in marble and onyx, chandeliers, paintings, columns, wreaths and floral arrangements.

So far, only one of that building's five wings is completed. It contains thousands of vaults and urn niches.

The south building, under construction, will be for Christian families, Goldstein said. Others will be nonsectarian, he said.

The grounds also would have passive parks, meditation areas, a memorial walkway and a gazebo for concerts.

The project stalled after Boca Raton developer Norman Michael and his brother, Theodore Michael of Michigan, died, and their families disagreed about whether to sell the property to Goldstein. He took over the project in late March 2003 along with his partners, brothers Edward and Arthur Falcone of Coral Springs-based Transeastern Properties.

$14 MILLION FIX

The partnership spent about $14 million to buy and improve the property and satisfy claims, Goldstein said.

About 250 families had signed up, and about 150 demanded their money back. Goldstein said he spent about $600,000 to satisfy everyone. The remains of about 70 people are in a temporary outdoor vault.

Goldstein said he has sold about 500 spaces. Alan Kaplan and Brad Levine, of suburban Boca Raton, whose mothers had walked them side-by-side in the same baby carriage decades ago in New York, had made plans to be interred with their wives at Heritage Park.

Kaplan said he was worried when the project was dormant, but Goldstein assuaged his concerns. ''They were first-class all the way,'' he said on a recent visit outside the north building. 'I believed every they time they said, `It's coming,' '' Linda Kaplan said. ``It's gorgeous.''
