Enforcement of cemetery rules they said they never heard about has people with family buried in Oak Hill Cemetery in Clermont hurt and angry.

Acting on complaints about the pile up of angels, wind chimes, plastic and stone figurines, whirligigs, rocks with inscriptions, toys and other memorabilia on more than 120 graves Clermont’s Public Works Department began a general removal of the material May 1.

“We sent out letters to 102 people, 23 were returned as undeliverable,” Public Works Director Preston Davis said. “We have had a lot of complaint calls.”

At least four people said they never got a letter and said that a petition is being circulated to take the matter before Clermont City Council.

“If someone cared enough to put the things there, then they would want to know about them being taken,” Susan Young said. “I never got a letter and I never got a copy of the rules.” The rules have been around for at least 12 years, administrative assistant to the city manager Jane Alexander said. The city is trying to bring some order to the cemetery and compliance to the rules, she said.

A copy of the rules stated, “No boxes, shells, toys, discarded glassware, sprinkling cans, receptacles, or similar articles will be permitted on any grave, lot or tree.” The rules also prohibit fences, coping, hedges mounds and plants. As with many cemeteries raised gravestones were no longer permitted.

Mary Shaw had placed flowers and angels on her son’s grave for years but admitted that maybe things had gotten out of hand at the cemetery.

“I can understand what they did. I did get a letter,” Shaw said. “When someone passes you want them to know they are not alone. We got carried away I guess.” Lisa Farmer was less understanding. She called the police and tried to file a complaint against the city for vandalism Saturday.

After police spoke with her no vandalism report was filed, but an event log was noted, police records stated. Raised headstones and memorabilia, such as that removed last week, make mowing and grounds maintenance more difficult, Davis said.

The items removed from graves sat along a fence near a mausoleum. The collection looked like a garage-sale display that favored a lot of angels, trinkets and pinwheels along with plastic flowers.

Oak Hill is about 15 acres of grassy hills at East Avenue and DeSoto Street. The sweeping grass is dotted by stately oaks and pines draped with Spanish moss. Graves date to the 1800s. It is an old cemetery and the records are not the best, City Clerk Tracy Ackroyd said. As of Tuesday no one in the city could give an accurate count of how many bodies are buried there.

The round up of memorabilia not in compliance with the rules continues.

“I’m so glad they are getting it cleaned up. Mr. Davis is my hero,” Jackie Gordon, whose husband is buried in Oak Hill said. “It was like a carnival out there. It is fine to put flowers but people made it look so tacky.”
