Licensing issue stalls cremation of body PDF Print E-mail

ASHLAND, Ky. - An eastern Kentucky coroner has refused to sign the cremation certificate of a woman who died more than a week ago over concerns her body was illegally removed from a local hospital.

Boyd County coroner Keith Moore has declined to sign the cremation certificate until he receives a legal opinion from the state attorney general.

At issue is whether Paul Reynolds, owner of Tri-State Crematory in Ashland, has the authority to pick up human remains.

Though Reynolds said he's moved more than 200 bodies at the request of family members in the last three years, Scott Porter, an assistant in the attorney general's office who is assigned to the state Board of Embalmers and Funeral Directors, said Reynolds is breaking the law.

Only licensed embalmers or funeral directors, or their employees, are authorized to pick up human remains, Porter said.

Reynolds said language contained in the law allows him to pick up the remains because he is acting as a funeral director at time. He added that funeral directors feel threatened by his business because cremation is a cheaper alternative to traditional funerals.
